Our Operation Methodology
Employment Background Screening reports produced by HireSafe are built upon the foundation of long-term partnerships with our clients. We truly believe in and practice honesty and integrity in all that we touch.
We pledge that our reports are built from timely and accurate information obtained only in a legal manner, consistent and faithful with the Fair Credit Reporting Act.
We provide to our clients cost-effective tools designed to reduce the risk associated with hiring, employee theft, fraud, workplace violence and drug abuse.
The antiquated concept of checking "references" does not even begin to address the significance of this liability, and its’ ultimate consequences. The protection against this threat is not to hire high-risk people to begin with. To learn more about what we do and how we do it, click here or visit our FAQ’s. By utilizing professional Employment Background Screening, employers of any size can benefit from the power of an informed hiring choice.
“There are risks and costs to a program of action, but they are far less than the long-range risks and costs of comfortable inaction.” John F. Kennedy 35th President of the United States
Our parent company, Data Research Network, Inc., was created to provide risk management solutions for small businesses by utilizing the latest developments in the information gathering industry.
We are a destination source for national domestic and international records. Every aspect of our work is in full compliance with all federal and state laws, most notably the Fair Credit Reporting Act.
Within the corporate umbrella are three divisions; the Employment Screening Group, the Business Services Group and the Investigative Services Group. Each separate “group" specifically addresses individual areas of specialized research capabilities, laws and final results for information gathering and risk management.

Our Company Formation:
Alfred Armand Firato, Jr. is the founder, President and CEO of Data Research Network, Inc., operating under the brand name of HireSafe.
The company began in 1997 under the HIRE-SAFE name, and became a California corporation in 1999 as Data Research Network, Inc. We have become recognized specialists in the Employee Background Screening field, providing services to meet the needs of both large and small businesses. With the addition of our Drug Testing and Integrity Assessment Profile affiliates, we are the destination for businesses in Central California who want to take control of their exposure to employee risk. In 2003 Mr. Firato was one of the Founding Members of the first trade association for the background screening industry, the National Association of Professional background Screeners (NAPBS).
HIRE-SAFE is now located in Elk Grove, California, but the company was begun in the heart of Silicon Valley. This fertile area was once world famous for it’s fruit crops, and is now recognized as the “technology capitol of the world.” It was in the once sleepy town of San Jose that the famous Firato’s Delicatessen was established by Carlo Firato in 1922, now a registered national landmark.
That tradition of service and commitment to detail continues to be the beacon of direction for Data Research Network and HIRE-SAFE into the 21st century.
The formation of this company was the vision of Mr. Firato, who recognized the change in hiring trends inherent to the 21st century. Primary of those trends included the increase in frequency and size of judgments from liability-based lawsuits against employers who failed to perform their “due diligence” during the hiring process.
Mr. Firato is a graduate of San Jose State University, and is a licensed California Private Investigator (PI #25313. Prior to forming Data Research Network, Inc., Mr. Firato enjoyed an 18 year career with Minolta Corporation as a Senior Account Executive in the Photographic Division. He is the proud father of five daughters and lives with his wife and their child in Elk Grove, CA.

Our Rights as American Citizens
As citizens of the United States of America, we are blessed with individual rights guaranteed by the Constitution and paid for with the blood from the countless supreme sacrifices of ordinary people. Our republic is an open society, based upon the principles of fairness and the Rule of Law. To insure that fairness, the Framers of the Constitution realized that judicial proceedings and government actions are public information that must be open to scrutiny in order to protect the rights of all citizens.
“Knowledge will forever govern ignorance, and a people who mean to be their Governors must arm themselves with the power knowledge gives.” James Madison, 4th President of the United States
The Federal Government, as well as those of the individual states, provide various mechanisms to access legislative as well as other forms of information vital to the success of an open and free society. A few of the most significant pieces of legislation to enable citizens to learn more about their government and to protect their privacy at the same time are:

In addition, the state court system makes its’ files available to the public in the local county courthouse. Here are some examples and sites for assistance:
What about privacy issues?
Virtually every major change in life is recorded somewhere in a government document. Shortly after you are born, a birth certificate is issued; if you obtain a driver's license, get married, buy a house, file a lawsuit--all of these events are recorded in public documents easily available to you and to others.
This unobstructed availability of information is one of the cornerstones of American freedom. It allows any citizen the right to review and respond, and therefore safeguard, the principles and foundations of our republic.
Government records are public in order to ensure the free flow of information in a democratic society. The challenge to policy makers is to balance the public’s right to information with the individuals’ right to privacy. The Fair Credit Reporting Act protects the rights of all citizens.
Data Research Network, Inc. is a company built upon the principle of freedom of access to public information to benefit and protect all Americans for our own safety and protection. With the power and societal benefits that come from the products and services that we provide also comes significant responsibility. Data Research Network, Inc. maintains a stringent data use policy and procedure that governs the utilization and sale of our products. Beyond being fully compliant with federal and state statutes, we have imposed a higher standard upon ourselves and the clients that we serve. By maintaining a higher level of privacy control and protection than we are legally obligated to do, we prevent the potential abuse of the critical information entrusted to us.
The first line of homeland defense is taking responsibility for our own security against those whom would cause our nation harm, either foreign or domestic.
